Has anybody tried to get a bike registered on the nova system even if its not a recent import ? I have the old 386 paperwork but have had the project for two years & am concerned as to getting it registered .. Had a look on the hmrc site & it seems to be aimed at the business importer & not the public ..... confused.com

I am in a similar situation and would be interested in knowing what the procedure is for a bike imported a few years ago?

As I understand it for pre Nova vehicles if you have your customs and excise 389 form correctly filled in with the customs declaration number date etc etc and its date stamped by customs the DVLA will still register the vehicle.

That's a new One on me Clive, It would be nice if that's correct . . . . . But unless something has changed in the last 6 weeks I won't hold my breath . . . The rules DO seem to change on a Monthly basis , the more they realise what a total and utter fuck up they made . . . . . OOpss..., sorry, did I just swear . . I meant to say FUCK Up!

Like most of these conversations that C&E 389 stamped by Customs, is nearlly true.

What actually happens is that HMRC stamp the form , and at the same time issue the vehicle a NOVA number. That is electronically recorded , so DVLA can check on their system and see it. I would imagine the stamping of the ols form is like your receipt thaty its been done ? ( If you apply on line you get an e-mail confirmation. )

HMRC have opened a Nova Help Desk ( based in Grimsby !! ) to help take the enquiries deluge og phone calls off the Dover Staff who run the NOVA system. But they still take a couple of weeks to process the darned things.

I'm in the same boat with an S3 I bought a few years ago. Got the 389 filled out by the importer with the declaration number on it. Stupidly thought that getting hold of a V55 would be a simple task, only to find that you can't download it or get it from the post office; I could only get it by ordering it online from the DVLA who will send it to me in the post?????? Still waiting for it to arrive (2 weeks tomorrow).

Cheers Guys.... So can I get the import paper logged with nova before I finish the bike ( as it will be at least another year before its ready ) or do I have to have it mot'd & insured on the frame number first ?

Peter,
You can do it now. It`s proof of Tax being paid on Import into the UK.
Thats HMRC. The Tax People. They have no interest in roadworthines , just collecting Tax !!

The DVLA are the ones who want to know about mots, insurance etc. Stuff relevant to Registrations.

On the DVLA, unless they have changed it recently, you apply for a V55/% from them , what you`ll receive is a huge bundle of every and any Form they keep that relates to all and everything to do with registration of a vehicle. So you`ll be throwing away loads of paepr, all printed and paid for by our tax money. Terrible waste . Order well in advance , and hope they don`t change the form anytime soon.!!!

Spoke to the VAT helpline today regarding this matter. Very helpful lady advised me to e-mail copies of the C&E389 and proof of purchase for the bike to

ptutechnicalsupport@hmrc.gsi.gov.uk

and ask them to put it on the NOVA system. Once they have confirmed that has been done I should then apply to the DVLA for registration. She said if you didn't do that they would in all probability reject the application as it wasn't on NOVA.

I scanned the docs into my computer and have just e-mailed it all off. I'll update this thread with what happens.

I'm stuck on two bits of the V55/5 form, box number 11 headed Type Approval Number/ category details. I can't fill this in because I haven't got the details. I assume I leave it blank, does anyone know? The other is box 44, the power to weight ratio, no idea what that is for an S3 or where to get it. Again I assume I leave blank?

Leave them. Blank. I've done hundreds without. All that guff. It's more for modern vehicles than the old classics.

Just rang the NOVA helpline to see how my application is going. They are currently working on the forms received on the 18 June. I sent mine by recorded delivery and it arrived on the 24th, so no surprise it isn't on the system yet. Got to ring back next Tuesday to see if I've made it to the top of the pile yet. Anyone know how long the DVLA are currently taking to issue a log book?

Telephoned the NOVA helpline yesterday to see if my C&E389 form had been worked on. The lady I spoke to was very helpful and rang the Dover office to find out. "Yes we've got it, ring back Wednesday as we haven't put it on the computer yet". Today the postman arrives with a recorded deliver letter from Dover. Initial excitement didn't last long. As I did not buy the bike off the original importer I can't use the C&E389 form to get it on the system, can I please complete a NOVA1 form and send it back to them so they can. Bit pissed off as it would have been obvious from my initial communication that that was the case. So form completed and sent off recored delivery today. I'm expecting another 3 week wait for a reply.

Nightmare ! I would have thought a 389 form is proof of duty paid on its own :(

Only if you buy the bike from the original importer and they give you an invoice apparently. Still, could be worse.
