Another NOVA

sent all my docs to the DVLA to register a UK bike (no docs on purchase)
Dating cert,pics.mot etc etc etc.
got it all back today say it failed as it needs a Nova.
thought i would'nt need one as its a UK bike.
phoned DVLA and yes I do.
Phoned Nova ,can't get through.
Tried to fill Nova form in online but when I get to section regarding the address i bought the bike from.There is no **UK** to choose from in the drop down list.
thought about making up an address in the EU.but will I get stung for duty/VAT ?
Yes I have done a Forum search but still none the wiser.
any help appreciated
