Whats the full story? Did you import it? If not do you have a receipt from whoever you bought it from?
Its HM Revenue and Customs that you have to convince as they will want to know whether duty was paid. If not you may have to pay it yourself. In the first instance you need to contact the Personal Transport Unit and explain the history and what documentation you have. I found them very helpful.

I'm a 3rd inline, the guy I bought it from a guy who imported it in 91 and sat in his collection until a few years ago,I'll give them a ring this week,I dealt with them last year with an xt500 but I had the c389 for that, would it be possible to just register it as a rest project and not tell them it was imported

No. You ned a nova for very thing these day.
Download a NOVA1 form from HMRC. And send it in with your original sales receipt . ( you know the handwritten one from the bloke you bought it from, you know the one that looks awfully like its in your handwriting . Make sure date is 1005"
Tell them YOU bought it in this country . You have no idea where it came from
