KH 250 with a 400 engine

A "KH 400" has just appeared local to me on ebay - http://www.ebay.co.uk/itm/182651811182
The description doesn't say a lot...
"Kawasaki KH400 excellent condition, rechromed wheels new spokes, fully rebuilt engine, great sounding pipes, great paint job, many new parts, full restoration, i keep this bike inside as to keep it in top condition never riden in the wet, the bike has a MOT
this bike has been fully restored, it is a KH400 although has a KH250 frame, easy to find a 400 frame if you need to, great bike to ride all gears working sounds great, i am only selling as need for some changes to my collection, "
If this is a converted 250 are there any additional things I should check for to ensure the conversion has been performed correctly and safely?
I've seen advertised prices of KH 400's from £1,500 to £8,500 depending on condition, I know it's difficult from just what's in an advert, but assuming it's half decent, what sort of price would you expect it to sell for and what impact does the fact it's a 250 conversion and non-original bits like the exhaust have on the price ?
