Nice idea and any forward steps are to be congratulated, but I can't see it making much difference. No amount of instruction will stop a fukwit being a fukwit. Better off having a fukwit awareness course for bikers. I still find myself waiting to turn right in the car and see oncoming bikers not even looking at me or repostioning their bike in case I'm a killer fukwit.
Fukwit driver + fukwit biker = dead fukwit
Good driver + fukwit biker = dead fukwit another day
Fukwit driver + good biker = teeth knocked down throat with bike chain
Good driver + good rider = porcine airways
but yeah, sign up, can't make things worse
