Can anyone tell me if I can get a Tax disc at a local DVLA office (once I have an MOT) on the day that I go and register the bike as an historic vehicle?
Probably! If the bike is pre-1st Jan 1973 and registered on an 'L' plate or earlier (which it should be) you should have no problem, whether the bike has been taxed in recent years and is now SORNed, or hasn't been taxed for years and pre-dates SORN. However, if it's a non-UK bike, then you'll need proof of ownership, taxes/duties paid, bike's age and they'll want to inspect it. I've just spotted your bike is on a J plate, so it should be straight forward.
