The article here is mainly about changes on Monday 08/04/2019 but it also says that the zone will be expanded to everything withing North & South Circular roads in October 2021.
No obvious exceptions for classic bikes.

I suggest you go and read the TFL site ,
historic vehicles (pre '79 ) are exempt, and pre 73 commercial vehicle are also exempt

Not that I am about to complain but it does seem completely perverse that my very clean 3 year old BMW has to pay but my 40 year old stinking smoky, blue haze generators don't.
Maybe Mr Kahn appreciates the aroma !
