Leftover bush/spacer

Does anyone recognise this part and what it does as it looks like it does something useful.
It should be off a H1F that I’ve been putting back together.

It’s made of mild steel and it’s 15mm long and 18mm diameter with a 10mm hole in the middle.

Possible swing arm bush ????

Hard to say but it looks like the spacer from the right side of the gear change lever shaft.
It sits inside the gear change lever return spring.
Ever started something you wish you had'nt.

Think it’s the collar that goes under spring on gear shift rod clutch side
