I remeber reading the mot book a few yrs back

I recall it saying that the exhaust should be of a similar db level to a standard pipe on pre 1983 machines

oh and a pass on loudness "is at the MOTers discretion "

I know a few mot stations that will pass a triple with dencos/fast by gast/ leo &Nev pipes, prob higgys too

mersey motorcycles in Liverpool

(run by a Tipping & not a relation )

Spares Unlimited in Hull

And a place in Knottingley whose name escapes me for now
