I got the NOVA letter too.

It`s an HMRC intiative , rather than a DVLA one.

Govt has given the Taxman millions to spend on recovering more tax revenue.

No doubt this ties in with the DVLA move to centralising at Swansea. But I don`t think this alone will cause a plethora of Q plates ??

More concerned on how DVLA think we`ll be sending our passport of photo ID originals through the post to them with every Registration application !!

If that happens it looks like another excuse for values to rise for current registered bikes

Q Plates. Rising Value fears ?? WTF !!

This is a move by UK Govt. via HMRC to close another tax loophole , so they can spend it more wisely than we, the individual taxpayer can !!

Anyway. I n the real world. The practical worry is this will make registering an old bike more difficult. I got on the HMRC website and read their info on the NOVA scheme. It said after 14th April , DVLA will not accept the C& E 389 Duty paid form as proof of tax paid. THAT`S the crucial thing. Nothing to do with a Q plate. > Which arrives if you don`t have a dating letter to prove its age Or a US Title with date of mfg.

Now . Given I have about "50 bikes" Imported duty paid , with C&E389 Forms attached. Awaiting restoration , and countless others out there with Customers. This could be a problem !!

So I phoned HMRC. Talked to their " Personal Transport " Unit in Dover. They will be implementing the scheme. It`s been dumped on them from above, and they are still working through the enormity of it . EEK !! I don`t think they or their Bosses realise the size of the work involved. ( As of course old " Historic " vehicles are a tiny percentage of their consideration )
I was asking simple questions , but it seemed like I`m the first to propose them. Questions like " What do I do with the 350 bikes I have previously imported ,and sold, but may not be registered as yet ?

To cut a long conversation, and an ongoing dialogue I`m having ( Which seems to be helping them formulate some answers . Again EEK !! People power !! )
If you go to DVLA with an older import. They THINK they`ll get referred to HMRC Dover to verify if there are any duties to be paid. Which is a current procedure for a vehicle without any Import tax paid documentation, at present anyway. The problem will be , the volume of this, and the time it takes for them to respond.
So allow a month or more extra when registering !!

On a brighter note. I`m waiting for their approval to go through my records and NOVA register all my outstanding Imports onto the new scheme. If I get the approval to do this, then that makes thing easier all round.
Lets hope they can make it that easy................?!!

WHO ARE " THEM ABOVE" ???? The rules for the DVLA might have changed. Which are rules ( AND NOT LAWS FOR THE PEOPLE )within a profit making corporation.

The Law has not changed either and we have a lawful right to quiet enjoyment of our property.

I have never registered an imported bike before so advice needed please.

I have a running H1 with the original US title document and a stamped C&E 386 form from when it was imported into the UK in 1992.
Once I get an MOT on the frame number what's the next step?

Is there a form to download and fill in, or do I just turn up at my local DVLA office before it closes down and take the paperwork down, or do I have to make an appointment?

Guess I should have done this before but now the rush is on!!

Kawaclive,I did another one this week. You don't need an an appointment but you do need to take the following. Driving license or passport, A utility bill, Insurance, mot, CE form and US title also need engine number. When you get there ask for a form to register an imported vehicle. Fill it in and pay the money, £55 plus whatever tax you are putting on. Do it soon! P.s you must insure the bike on the frame number
before you take it for MOT. Good luck David

Its all registered and done. Apart from Carole Nash insurance taking two attempts to do something simple it was a doddle.
Only got to help a friend get his H1D reassembled, MOT'd and registered before the deadline and we are there.

I haven't got round to registering my H2B I got from D&k I was told it had a US title but turns out it doesn't. All I have is import and duty paid docs. Will this be a serious problem when come to register?

Get D+k to to Register it for you.
It will be on there Data base and they can do it easily even under the new system
Anything I have bought from D+K, I have always got them to register with no issues what so ever :smt023
