Right now, any car constructed before Jan 1976 is eligible for historic status in the eyes of HMRC and so is tax free....
That is like saying that when your 1976 bike gets to 50 years old its not historic......am sure there must be some logic to this...then again when has any kind of logic filtered thro from HMRC to the rest of us!
Maybe when HMRC get around to changing the "rule" at the end of the tax year or they catch up with 2016 it will happen for bikes too..

What you mean is the timing of the budget(s) does not implicitly dictate the date (you said continuation) but the irony is that the budget DOES dictate the date whether it's in Spring, Autumn or Octember. They dictate it. They tell us when it will be (rightly or wrongly). And the continuation of course.

Why 1st April?
Primarily because they've a sense of humour.
Secondly because of the timing of the legislation. If they'd have made it 1st January it would have been retrospective and they would have been faced with people who'd already taxed their vehicles becoming eligible for refunds etc. Rather than cope with that they said "f*ck it - we'll just introduce it from now(ish)". Why they didn't make it 1st January for subsequent years is anyone's guess.

Budget April 2013 announced an extra year and Budget April 2014 announced that the measure will become on a 40 year rolling basis.

It would be easy to assume that, but sadly this was set out by the government. The DVLA don't make the rules but probably struggle to interpret them in situations like this.

This 1st April thing has just served to confuse matters, especially as it contradicts the '40 year' rule. It's essentially now a 40 year and 3 month rule.....which the week's 'grace' turns into a 40 year 2 month and 3 week rule.

So now you can have a vehicle first registered, say, mid Jan 75 and by late March 16 it's still not eligible for free tax even though it's 41 years 2 months and 1 week old. Clever and not at all confusing .

I don't even think this is about pinching another 3 months duty as it's a negligible amount in the grand scheme, it's plain and simple fukwitted bureaucracy.

So the government (politicians) decide on policy, then the Chancellor and his advisors decide what exactly will happen and then civil servants in Treasury and/or HM Revenue and Customs write a Finance Bill, the Budget happens and politicians vote through the Bill which becomes an Act. The Finance Act (sections 84 and 85) http://www.legislation.gov.uk/ukpga/201 ... ts/enacted. This law amends the Vehicle Excise and Registration Act 1994 Schedule 2 (http://www.legislation.gov.uk/ukpga/1994/22/contents) and DVLA civil servants then have to implement the changes.

Just one instance that stokes my rage . approx 15 yrs ago registering an Imported vehicle cost £0.00
Then they applied a fee. £20.00
Then it increased to £35.00. Now it's £55.00

In the meantime , they have closed the Regional Offices , and constantly increased the amount of paperwork WE are required to submit. ( incl introducing a ruling that probably conflicts with Euro anti competition laws). Most recent nonsense is requiring us to write them a covering letter to tell them why weare using a Dating Letter instead of a Foreign Log book ( Yes, it's blatantly obvious why ?!!! And they had managed to understand that for decades previously )

Oh , AND , now they can't even be bothered to issue a revised MOT with their new allocated Age related registration number on it. So , if you register a bike , then sell it within a month , the new owner is unable to re-tax it via their own website. As their website program requires the reg number . It cannot handle the vin number . Follow that Chaps ?
