Like Wolfie says use a pin punch or a twist drill and tap it out carefully,watch out for the hair spring when it's about to come out.
Putting it back together is a little more difficult,after I had my tank re-lined I tried several ways to get it all back on the tank but in the end I compressed the spring and bound the ends together with sewing cotton leaving one end loose. Put the cap complete with spring on the tank and refitted the pin then pull the cotton loose, that lets the spring loose and tensions up the cap.
