IMPORT FORM C&E389 and NOVA

Hi Folks....
I have several "long term projects"....(haven't we all)..that were imported pre NOVA on the old C&E389 custom forms. Anyone know if these are still valid ? I read online that DVLA now insist on a NOVA entry before they will process a new registration. Should I be getting these old projects onto the NOVA database?...is that indeed possible?

My S3 was imported pre NOVA. I sent the DVLA copies of all the forms I had with the initial application and after several exchanges of letters got it registered. They obviously allocated my application to one person as I had a name to write back to. To be fair I found the bloke willing to help and after I had answered all his questions the bike was given the OK. Rick did the dating certificate for me. From what I have read on here it should be fairly straightforward but there can be problems if you admit to something that you shouldn't have. There have been threads on this forum before regarding this so spend some time to research and see what's what. If you are going to get a dating certificate from Rick pick his brains at the same time, he is sure to be able to put you straight on what to say. You'll be paying him for the certificate in anycase. Thanks Serpico...your link touched on a slightly different angle but it did confirm, big style, that I need to get my ducks in a row before going anywhere near DVLA.

although not an official source it does seem to clarify things....basically you need the C&E389 and an invoice trail back to the importer..DVLA will then process it.........all fingers and toes crossed !

I have written a "step by step" guide on this very subject for the next mag. It's simple, you don't need to use third party websites, I just got a NOVA reference for a H2, took about two weeks. No receipts or paper trail required if you have the C&E 389, they don't even want the original certificate, a photocopy will do.

Very useful article by Tony Devonport in the last mag on this but it seems HMRC change their systems quicker than we can report them.
Having three projects on the old C&E 389n forms I duly phoned HMRC support (0300 200 3700) and got into their "menu" system.
O.M.G, don't phone this if you are feeling mildly suicidal....it will tip you over the edge !

First you get asked what you want ....by a robot ! . After about four attempts all ending in dead ends......(at which point the robot just slams the phone down on you) ........here is what to say.....

First question......"whats the reason for your call "?....answer VAT FORM
Second question ..."are you a VAT business.. blah blah".....answer SOMETHING ELSE
Then comes much cr*p trying to fob you off onto the website.
Eventually you will be asked if you still want an adviser.....just wait..
To the survey question press 2....ie NO
Finally the phone will start ringing........you may have a L O N G wait until its answered
When answered you will immediately be asked for your VAT number....
At this point you are actually speaking to a real person so just explain you would like the NOVA1 form emailing.............
You may be told a request will be submitted to the "emailing department " !.........who got it wrong twice for me......or , if you are lucky the person you are speaking to will send one directly. Apparently there are no paper copies.

If there is a means of uploading the forms to the website I can do that , but someone will need to tell me how. Failing that, email me (info@ecowavesystems.co.uk) i'll send the forms on.

I used Tony's guide and it worked perfectly.

Maybe having more than one C&E form to translate, confuses things.

I did speak to a nice HMRC person on the phone as well.

Took about 3 weeks to come through and had to be signed for, turned up last week.

The proof of all this will be when it comes to register the bike.

I've got one of these on the go at the moment. If as I have, you bought the bike after the 15 April 2013 NOVA start date, even though I have a C & E 389 dated prior to NOVA from the original importer, then you have to provide an invoice trail back to the original importer as well as proof of date of manufacture. You also have to fill in part 5 of the NOVA1 form.
This is as requested by HMRC on 7th August this year.

Think you`ll find that if you purchased the bike after 15 April ( I actually thought it was 13th, but whatever !! ) You`ll need to get the original VAT reg Importer to apply for the NOVA number.

It`s a bit of a footer around, but I`ve had to do that for a couple of my customers.

And Craig, if it IS one of mine, I`m off to the States tomorrow for 2 weeks. So you`ll have to wait till after that now !!



( On the other hand , if you purchased it prior to April 2013, Then you can send the HMRC in Dover your C&E 389 form and purchase invoice , and they`ll stamp it as OK for DVLA to use instead of a NOVA.........Clear as mud, eh ?!! )

You're right Neil it is the 13th. They told me last week that it was only C & E 386's that were stamped and that a 389 couldn't be stamped even if it was entered before the cut off date. I'm afraid it seems that it very much depends which staff member you get.As to the original importer picking it up and doing it, that was my first port of call but D K were adamant that it can't go through them, probably because they've got hundreds out there. Thankfully this is my last project bike without a NOVA entry so hopefully I will not have to jump through these hoops again.
